MAJOR SUBJECTS OF SFAC’S INTERVENTION &
BROAD PATTERN OF ASSISTANCE
Agricultural produces including seeds, horticultural and forest produce, plantation, fisheries, dairy, poultry, animal husbandry and allied products
1. Kerala SFAC would invite proposals for its interference from the various development agencies/ departments and it would select qualified subjects for further intervention. It would prepare. Project reports/ feasibility study /marketing opportunity analysis/base level studies for the marketable surplus of any agricultural produces etc with Central assistance wherever possible.
1. Contributions up to a minimum of 25% of cost of preparation of such projects would be expected from the State Govt. or State Govt. agencies or collaborating Central/State agencies/private sector organisations etc.
2. SFAC would sponsor and meet the cost of preparation of any feasibility study for any innovative and or new technology driven project on its on, taking into account technology driven project on its on, taking into account national/state priorities and or the requirements of domestic surplus/international trade. Domestic surplus/international trade.
Any other proposal covering this objective. I.SFAC would function, as a Venture Capital Fund [VCF]. SFAC may invest up to 50% of the equity portion of the total capital cost of the projects, net of State Govt./GOI subsidies/grants etc. up to a maximum ofRs.25.00 lakhs, and in addition, contribute up to 50% of the share holding of the small farmers up to Rs.5, 000/- per fami1Yup to Rs.25.00 lakhs, in any agri-business/agro­industrial/agro-processing/organization of inputs/bulk handling/storage/silo-storage, grading, sorting, waxing, preservation, warehousing, cooling, transportation, packaging, part or full processing, or marketing venture or any venture relating to agriculture, in which value addition can be created in the hands of the farmers.
2.SFAC can have two different sets of conditions for giving financial assistance
i)to farmers and their Self Help groups/Cooperatives/Associations/ Companies etc.

ii) to entrepreneurs

Help from SFAC could be to anyone of the following:
i)to help farmers to participate in ventures promoted by SFAC either in the form of Cooperative Society or a Company or a Self Help Group.
ii)To any individual to set up of Agro processing units which would help the farmers to market their produce at a reasonable price.
iii) Any mix of the above two i.e. wherein farmers and entrepreneurs from Cooperative Societies or a limited Company or any legal structure for joining hands.
iv)APMCs can also be included as beneficiaries if they want to take up similar projects promoted by SFAC
SFAC can thus fund any venture up. To 50% of the cost or contribute equity in such ventures assisted by SFAC up to Rs.5.00 lakhs plus @ Rs.2, 500/- more equity from SFAC per small and marginal farmer family associated with the project, up to the maximum of SFAC’s possible contribution of Rs.5.00 lakhs per individual project. [These limits can be relaxed by the Board of Management of SFAC for any particular project(s), if need arises]. This help may be given in the form of equity participation only as a venture capital activity, or can be given as a mixture of equity and soft term loan on a minimal rate of interest as is done by NHB, APEDA, SFAC can make provision for receiving dividend or interest as the case may be and then further recycle such earnings.
SFAC would provide financial support of a similar nature by way of additional share capital [in lieu of venture capital for any fresh project] to existing farmers bodies, which already provide primary processing facilities to farmers like pre-cooling, cold storage etc., for the upgradation of such facilities for sanitary and phyto-sanitary [SPS] purposes to bring them up to international standards.
SFAC would collaborate with the Agricultural and Processed Food Products Export Development Authority [APEDA], Dept. of Food Processing Industries. Tribal Cooperative Marketing Development Federation of India Ltd. [TRIFED], National Agricultural Cooperative Marketing Federation [NAFED], National Dairy Development Board[NDDB], and or any other Central or State Gov1. agency involved in harvesting, collection, purchase, grading, waxing, pre-cooling, cold storage, part or full processing, packaging transportation in cool-chain system and marketing of, warehousing, transportation or agricultural produce including seeds, food grains, horticultural and minor forest produce, plantation, fisheries, dairy, poultry, wool, animal husbandry and allied produces and products under full sanitary /phyto sanitary conditions for promoting/installation of any such facilities for the benefit of small farmers.
7. SFAC would organise contract farming for any private sector export house/business house for production of quality agricultural produce including seeds, food grains, horticultural and minor forest produce, plantation, fisheries, dairy, poultry, wool, animal husbandry and allied produces and products and its collection, harvesting, purchase, grading, waxing, pre­cooling, part processing, full processing, cold storage, warehousing, packaging, transportation in cool chain .system for the purpose of domestic consumption or export under full sanitary conditions.
SFAC will promote and invest in up to 50% of the equity portion of the total capital cost [net of any State govt/GOI subsidy or grant already available] of any soil and water quality testing lab or plant tissue culture lab of farmers interest groups promoted under any ATMA [Agricultural Technology Management Agency] promoted under National Agricultural Technology Project or any Collective Growers Groups or any other groups of farmers involved in organic farming or quality farming of high value agricultural produce including seeds, food grains, horticultural and minor forest produce, plantation, fisheries, dairy, poultry, wool, animal husbandry and allied produces and products in which farmers are part owners of the plant tissue culture labs or .soil and water quality testing labs so promoted. In this, SFAC may also, in addition contribute up to 50% of the farmer’s share or Rs.5,000/- per small family whichever is lower.
9. Whenever any amount is given by SFAC for any project, whether in the form of equity participation on behalf of farmers or as a loan, there would be provision for receiving back the money by SFAC/State Level SFAC as also the dividends on such investments.

SFAC would undertake the implementation on a Service Charge/Consultancy Fees basis of an technology transferred/made available by the United Nations Asian and Pacific Center for Transfer of Technology [APCTT], New Delhi or developed by Indian Council of Agricultural Research [ICAR], Agricultural Engineering Development or Crop Sciences Division or horticulture Division, Fisheries Division, Agricultural Education Division or Agricultural Extension Division or any agricultural /horticultural/agro- forestry technology developed by any laboratory coming under the council of Scientific and Industrial Research [CSIR], New Delhi or the department of Scientific and Industrial Research ,Department of Science and Technology, Department of Atomic Energy of Govt. of India or Food Technology Division of the Baba Atomic Research Center, Trombay or the Center for Advanced Technology, Indore or any such National or State-level laboratory or research institution, SFAC may also undertake part funding of the execution of such projects for and on behalf’ of Govt. of India or Stale Govt. or any of the SFAC’s promoter or primary members.
SFAC will collaborate with any of the Indian Institutes of Management [IIMs] or any of the Indian Institutes of Technology [I Its] or any of the Regional Engineering Colleges [RECs] or any other Agricultural Universities in any State of the country or any University coming under the University Grants Commission which has developed any agricultural harvesting, handling, warehousing, storage, processing or marketing technique or skill or programme. For dissemination of relevant technology or information to farmers interest groups, collective growers groups, farmers societies, cooperatives, companies, Self Help Groups [SHGs] etc.
SFAC would sponsor seminars, workshops and any type of extension efforts at the State level as also at the district and village levels through the National Institute of Agricultural Extension Management [MANAGE], Hyderabad or National Institute of Rural Development [N I RD], Hyderabad or Vaikunth Mehta National Institute of Cooperative Management, Pune or IRMA, Anand or any other National or State level training and extension institution or organization or any Agricultural University or college of any State or any Society or association or organization or NGO involved in promotion of better management of resources for the Agricultural sector or any such training, seminars, symposiums, workshops, field extensions which can be on any aspect of pre­sowing, plant care and post-harvest aspects of agricultural produce including seeds, food-grains, horticultural and minor forest produce, plantation, fisheries, dairy, poultry, wool, animal husbandry and allied produces and products or knowledge or information gathered through any research project coming under CSIR or ICAR which may be of specific relevance for the objectives of SF AC.
Any other proposal covering these objectives
SFAC would sponsor by paying partly or fully towards the cost of any specific and relevant research project or technology demonstration taken up by any laboratory or research station/facility of CSIR, ICAR, or any Central or State-level research and development organisation, in consultation with the existing research set up, which may be relevant for the objectives of saving input costs for the farmers, or providing them with better quality inputs, plant projection equipments and chemicals, and better post­harvest handling and. Management for their agricultural produce, including seeds, food grains, horticultural and minor forest produces and products.
SFAC would undertake some “Demonstration Schemes” to take growers and processors of Agri-products to various places in the country or abroad. SFAC can also approach Farmers Cooperatives. NGOs and even foreign donors for finalizing and assisting these tours which would be go a long way in improving farm practices and post –harvest handling and processing practices in the country. SFAC would be prepared to execute similar schemes operated by NHB, APEDA and the like.
